1. RULES
1.1 The regatta will be governed by the World Sailing Racing Rules of Sailing (RRS 2025–2028).
1.2 Turkish Sailing Federation General Sailing Instructions shall apply.
1.3 The relevant class rules shall apply for IRC, ORC, Sportsboat and Cruising (Gezgin) classes.
1.4 In case of a conflict between this Notice of Race (NOR) and the Sailing Instructions (SI), the Sailing Instructions shall prevail.
1.5 Any additional rules or regulations, if applicable, will be stated in the Sailing Instructions (SI).
1.6 The official race communication channel will be announced in the Supplementary Sailing Instructions.
2. ADVERTISING
2.1 Boats may be required to display advertising in accordance with World Sailing Regulation 20.
2.2 Advertising provided by the Organizing Authority may be mandatory.
3. ELIGIBILITY AND ENTRY
3.1 The regatta is open to boats competing in IRC, ORC, Sportsboat and Cruising (Gezgin) classes.
3.2 A minimum of three (3) entries is required for a class to be constituted.
3.3 As the event is open to international participation, foreign competitors are not required to hold a TSF license. Turkish competitors must hold a valid TSF license.
3.4 The owner or responsible person of each boat shall hold valid third-party liability insurance.

3.6 Final registration will take place at the Registration Desk in the race area on 27–28 March 2026.
3.7 Each competing boat shall have a minimum crew of three (3) sailors.
4. FEES
4.1 Entry fees will be collected by submission of a “donation receipt”; the amount and beneficiary organization will be announced in the Sailing Instructions.
4.2 Any additional fees, if applicable, will be announced in the Sailing Instructions.

29 March 2026 – Offshore Race 2
Start Time: To be announced one day prior to the race
Course: Offshore Race 2 or Buoy Race 2
The final course will be announced in the Supplementary Sailing Instructions.

6. MEASUREMENT AND DOCUMENTATION
6.1 Boats competing in IRC and ORC classes shall present a valid measurement / handicap certificate.
6.2 The Race Committee may conduct weighing, stability tests, equipment inspections and safety checks if deemed necessary.
7. NUMBER OF RACES
7.1 One (1) offshore race is scheduled per day.
7.2 One completed race shall constitute a valid series.
8. COURSES
8.1 Courses and all coordinates will be published in the Sailing Instructions (SI).
8.2 Alternative courses may be announced depending on weather conditions.
8.3 Courses will be marked by buoys; any changes will be announced in the SI.
9. RACING AREA
9.1 Races will start off the coast of Trabzon, in front of KTÜ Coastal Facilities.
9.2 Course areas and coordinates will be announced in the Sailing Instructions.
10. PENALTY SYSTEM
10.1 RRS Rule 44.1 (Two-Turns Penalty) may be changed to a One-Turn Penalty if stated in the Sailing Instructions.
10.2 Protest and redress procedures shall be conducted in accordance with the RRS.
10.3 Decisions of the Protest Committee shall be final.
11. SCORING
11.1 Scoring will be in accordance with RRS Appendix A.
11.2 The “Sail Black Sea Challenge Cup” winner shall be determined by the total score of the two races.
12. HAUL-OUT AND DIVING RESTRICTIONS
12.1 Hauling out of boats during the regatta requires prior permission from the Organizing Authority.
12.2 Diving and hull cleaning during the regatta are subject to permission.
13. RADIO COMMUNICATION
13.1 All boats shall carry a VHF radio while racing.
13.2 The official communication channel will be announced in the Supplementary Sailing Instructions.
13.3 Radio communications are for information purposes only and shall not constitute official actions.
14. PRIZES
14.1 For each race, the first three boats in each class will be awarded (28–29 March 2026 offshore or buoy races).

14.2 Challenge Cup Award (Overall Series Prize)

Based on the combined results of the races held on 28 and 29 March, the Sail Black Sea Challenge Cup winner will be declared.

1st Place: Challenge Cup Trophy + Medal + Cash Prize
2nd Place: Medal + Cash Prize
3rd Place: Medal + Cash Prize
Cash prize amounts will be determined by the Organizing Authority.
14.3 Special Category Prizes (Optional – at the discretion of the Organizing Authority)

Women’s Sailing Team Award: Awarded if more than 74% of the crew are women.

University Team Award: Awarded if more than 74% of the crew are university students. Student ID declaration is required.
14.4 The Organizing Authority may announce additional special prizes and surprise categories if deemed necessary.
15. DISCLAIMER OF LIABILITY
15.1 Competitors participate in the regatta entirely at their own risk, in accordance with RRS Rule 3.
15.2 The Organizing Authority, supporting institutions and officials shall not be held liable for any loss of life or property damage occurring before, during or after the event.
16. INSURANCE
16.1 All boats shall hold valid third-party liability insurance.
17. LOGISTICS AND SUPPORT BOATS
17.1 Subject to prior written request and availability, the Organizing Committee may provide limited support regarding accommodation and technical needs. Details will be announced in the Supplementary Instructions.
17.2 Teams and competitors are responsible for all transportation needs, including travel and transfers.
17.3 Each team or class is recommended, where possible, to provide a support boat.
17.4 The Organizing Authority may assign additional safety boats if required.
